If I don't miss my guess, I believe that is a wild rose plant, and that is the rosehip you are looking at. I have seen that yellow stuff hanging on some before, and I assume it is some kind of plant disease.
I'm inclined to agree with you, but I couldn't quite remember when I went to post it what I'd identified the flower as.
